Lazio Region is just a different name for a regional civil (administrative) court.

Pursuant to Art. 33.1 of the Italian Competition Act (Law 287/90), appeals against the visa decisions fall within the jurisdiction of the administrative courts, and they must be filed before the Regional Administrative Tribunal. I think the appeal can be submitted either to the Latina or to the Roma province court depending on your location. (The Lazio region is divided into five administrative provinces - Frosinone, Latina, Rieti, Rome, Viterbo.) Here is the address for the province court in Roma:
