Title: How can I get out of blacklist and re-enter Germany?

History : Apr 2010 I went to Germany with business VISA . I overstay 4 days more than the allowed duration stay which is 46 days . But the date I left Germany is 20th which is before the last date of 25th . At the airport , I was caught by the police , fined a lot euros . Since I didn't have the full money, the police ask me to pay the rest in the following month .  However, it is very difficult to pay the money to the bank account which is written in Germany and also I don't think it will be a big issue if I don't pay it.
After that , I successfully got a work visa in another Schengen country from Mar 2011 to 2013. And got a business VISA to Italy 2013 successfully .

Problem:In this year Jan 2014, I need to apply a business VISA to Germany again. I prepared all the documents and a explanation letter about the overstay 2010. At last , the embassy want to print the VISA for me , but he said I am in the blacklist , so he can not get my passport information out and make VISA for me.

Questions:
(1)Am I in the blacklist if I didn't pay the full fine in 2010? If I pay it now , will I be removed out of blacklist ?
(2)How can I get out of the blacklist ? and who or which organisation should I talk to?
(3)The time limit no entry to Schengen country is usually 1-3years, but my second VISA application is 4years later , and I got work VISA and Italy VISA in 2011and 2013,  will it be proof for me to get Germany VISA ?

Getting on the black list is not a good situation. The good news is that being on the black list is not for life. I believe they have some expiration dates on their records, eventually you will fall out, but information about the dates is not publicly disclosed, so just a rumor. If you pay the fine, nobody knows if it will help you, but it should not hurt.
All the embassies are linked together with the VIS system, in which any clerk can check your history before issuing the visa. Getting visa from one country can be helpful information, but it is not guarantee, each state is sovereign and each decision making clerk at the embassy can make his own decision taking or not taking into account that you have been awarded visa in another country.
