please when making visa denial appeal to the Netherlands embassy,can i add new documents which i didn't attach during my submission for the first visa application??

Yes, actually it is advised to attach new evidence, new documents, new reasons. The better you can explain and support your "right" to get the visa, the more likely you are to get the visa. You can even attach new documents and especially point them out as not being considered upon the original decision.

pls can someone tell me how many weeks it takes for a decision to be made for an Appeal from the netherlands Embassy in The Netherlands

In general up to 30 days, practice varies on circumstances of particular case.
