When I was doing my taxes this April, I forgot to file a college 1098-T tuition form for last tax year. Can I file the form this year or include it in this year's form?

Can you claim both of them on this year's return? More than likely you cannot. However, you can still take advantage of the deduction by filing an amended return (1040X) for the last year. This might be a good choice depending on your situation. Without more information it is not possible to answer.

No, you can't file it this year. The 1098-T data is only used on the year in question.
