Do my clock restart

I went to Czech Republic to visit but I end up overstaying by 2 weeks. When I left I was not fined nor questioned, a few weeks after I went to Greece. they stopped me and also let me leave with a note stating that I already spent 90days in a schenge country (Czech republic), so I then went back to Greece on a tourist visa. After I left Greece I stayed out of the schengen area for 8 months. Does my clock restarts or do I need a schengen visa to travel?

Hello, the 180-days visa period does not start and end on any specific date, so the clock does not restart. It works a bit differently. The 180-days visa period is a moving time frame. See this post for a 90/180 visa rule calculation, hope this will give you an idea.

Thank you so much for your response. Please correct me if I am wrong.
From December 19 minus 180 is June 23.
I entered Czech Republic September 3rd- Dec 19 (108 days) so I over stayed by 18 days.
Please help me for figure out when I can visit Europe again.

Do I count the days for the Greek visa as well?

Days of stay in the 180-days period from 23/06/15 to 19/12/15: 108 day(s)
Overstay in the period from 02/12/15 to 19/12/15 (18 days)
However, these time periods are more than half year in the past, you also mentioned "After I left Greece I stayed out of the schengen area for 8 months."; therefore, as of now you satisfy the 90/180 rule. As of today, you can travel for a period of the whole 90 days.
