EEA FAMILY PERMIT FREE OR NOT FREE?

I applied for an EEA family permit and i paid Visa fee, User Pay fee of 167€ And an optional prime time appointment service of 87.30€ in Rome. Does the British Embassy already change the regulation for EEA family permit? It is written in their website that it is free. If its really free, is it possible to reimburse it? How?

As per official source, an EEA family permit is free.
