schengen visa for my sister

hello

appreciate if somebody can help in this.
my sister is a palestinian with lebanese travel document living in lebanon. she wants to go to Belgium. is it that difficult to get a tourist visa?

It depends on the officer at the embassy where she applies. Decisions about visa are subject to subjective view of a particular officer. You can start reading about Schengen visa here: Schengen visa
