Hello. I got a Schengen visa from France but my trip got cancelled. Now I need to travel to Austria but apparently Austrian Consulate will not give me Schengen visa as I have valid Schengen from France. Also can I use the French Schengen visa (unstamped) to enter Austria - I believe that is not allowed but wanted to check.

Take a look at the visa, see what it says in the "valid for" section. Does it say something like "France" or "France only", or does it say something like "Etats Schengen"? This tells you if your visa is valid for Austria too.
