What more papers can I get?

Okay so the thing is that I have been rejected a visa for the second time at the French consulate and I don't really understand what more can I do. The reason of rejection for both applications is:

"Justification for the purpose and conditions of the intended stay was not reliable."

All papers I provided were perfect. Got enough money in my own bank account, got strong ties to my country and I proved it. I got got an invitation letter from my friend and her ID card, a lease of a rented property and I paid the entire rent. They told me we don't need an airline booking and I still gave all papers required and everything and it was still rejected. She is a French citizen as well.

So, what more can I do? What more papers does she have to send? I am literally out of papers because I gave them all possible papers. So how can I make my conditions "Reliable"? I was honest and truthful with them and I stated EXACTLY my purpose, duration and conditions of my travel to France. Anything else?

I am afraid your options are either apply for visa to other EU state (you can still travel to France even with visa for for example Spain) or to appeal the decision. Were both applications rejected from the same embassy?
