International marketing strategy?

Hi,
Our company is looking into expanding to other country. What is the best way to approach this from the marketing perspective? I know countries differ by traditions, etc.

I'd say open a small office in the new country, hire local people, these people will get you situated and help with local traditions, then hire some local marketing agency.
