two year schengen visa, issued on 24th august 2010, first entry to schengen zone on the same day, first half-year ends on 24th february 2011. next entry to schengen zone on 17th march 2011. when the next half-year starts - on the 24th or on 17th?

The half year is not a fixed period with some set date, it is a rather moving period.

Does anyone know if the system of half year is preserved with the new ("backward") way of calculating stay on short term Schengen visa adopted last year? On the practical level, do I need to leave Schengen zone when half year is finished even I didn't exhaust 90 days limit or not?

Following the amendment of the Schengen Border Code No. 610/2013 of June 26, 2013, the reference period of 180 days within which a foreigner can spend up to 90 days in the Schengen area will be looked at backwards from each day of the stay (i.e. the calculation of stay will be done within 180 days preceding each day of stay). An applicant is entitled to apply for the visa for up to 90 days within any 180 days. The application is processed in regards to the previous stays in the Schengen area.

On the website of the European Commission can be found the Schengen visa calculator allowing you to calculate the period of allowed stay under the new rules (based on the input of the information on the date of entry and dates of previous stays).
