My friend is getting a Schengen business visa for business in Germany and Spain.  When he leaves Germany to return, he will be transferring in Paris.  Because he has 12 hours, he would like to take a quick trip into Paris and return for the transfer flight.  My questions is if he leaves Germany on a flight home and transfers in Paris, is it possible for him to enter France or does he have to get a transfer visa?

If the visa is for Germany and Spain only, then, yes, he would need additional visa for visiting Paris too. It says on the visa for which countries it is valid.
